The national budget approved by the parliament in June 2022 amounts to 4658 billion, 4 Frw, spent at a rate of 59% from July 2022 to January 2023.
The development budget was used at the rate of 57% and the regular budget excluding wages, which was used at the rate of 62%, the budget intended for wages was used at the rate of 56%.

The money that will be used in the regular budget went from 2816.9 billion Frw to 2984 billion Frw, which means that there will be an increase of 167.2 billion Frw equal to 5.9%.
The amount spent on development projects went from 1841.6 billion Frw to 1775.8 billion Frw, which means a decrease of 65.8 billion Frw equal to 3.6%
These funds will be allocated to other priority programs in the regular budget.
In these reforms, the National Agency for the Export of Agricultural and Livestock Products in Rwanda (NAEB) has increased its budget at the rate of 43.4% related to the increase of fertilizers to improve coffee production. This made NAEB’s budget increase from 10.6 billion Frw to 15.2 billion Frw.
The National Agency for Environmental Protection (REMA) received a budget reduction of 30.7% below zero, bringing its budget from 20.9 billion Frw to 14.5 billion Frw due to changes in the payment schedule. comes from donors.
During the revision of the budget, the Ministry of Public Investment was allocated 397.5 million Frw and the institutions that kept the budget as it was approved in June 2022 are 18 institutions out of 169 institutions allocated government budget.
There are 76.5 billion Frw added to the districts to close the gap on teachers’ salaries, based on the decision made to increase salaries and to appoint new teachers.
An additional 4.6 billion Frw was made to increase the fertilizer intended to increase coffee production, an additional 21.5 billion Frw to support the program of feeding children at schools, and an additional 5.4 billion Frw to complete the classrooms of vocational and scientific schools ( TVET).
5.4 billion Frw was also added for the use of common rooms at secondary schools, but it was added as a place for students to train.
There is 38 billion Frw to pay debts that have not been paid for a long time.
The Ministry of Finance and Planning has explained that there are agencies that have been allocated funds because they have been transferred to their activities that will not be carried out in the months remaining until the end of the budget year, and have been placed on the highest priority.
When the 2022/2023 budget was approved, there were 19 gaps that needed 4,430 billion Frw to be addressed in the budget revision.
In the revision of the budget, 3,560 billion Frw were found, which is 80.5% of what was needed to close this gap.
